You should be careful of the area as it can get slippery when wet.

Eslite Book Store:
This now a familiar Taiwan store which is open 24 hours-a-day. It is a great place to be where tourists and local men meet up near midnight.
Taipei Railroad Station:
Chung-Hsiao West Road, Section 1 , Taipei - There are 3 washroom locations off the first floor and several in the lower level. Great place to watch but limited options for action. Easy to troll somebody out if you have a place.
28 February Park-228 Gongyuan:
The area in the middle is the best, though for more privacy the area in the back is darker. Like a lot of Chinese parks this is a square piece of land in the middle of downtown, so there are concrete and asphalt paths with some water (ponds, pools), a monument to the Taiwanese massacred by Mainland troops on Feb 28, 194?, and a traditional Chinese pagoda. Traditionally after midnight the action shifts to the street in front of the Presidential Palace, a few blocks away.
